Genstar4 VLP

A Virtual Lead Party (VLP) or an Asset Metering Virtual Lead Party (AMVLP) can provide balancing services to consumers with flexibility without becoming the supplier of that customer. A VLP is responsible for the change in energy delivery resulting from the receipt of a Balancing Mechanism instruction from National Grid ESO (NGESO).

The relationship must be registered with Elexon to cover the MSID Pairs (Import and Export meters) for which the VLP or AMVLP will provide services and AMSID Pairs for an AMVLP. This is currently handled by submissions to Elexon via their Self-Service Gateway Kinnect portal.

In order for Elexon to correctly levy charges and payments between the Supplier and the VLP or AMVLP, they must provide half hourly delivery volume data to the Supplier Volume Allocation Agent (SVAA). The SVAA will in turn, reconcile and allocate this data and provide confirmations to the VLP or AMVLP and Supplier and allocated volume data to the Settlement Administration Agent (SAA) for payment and charge calculations.

The VLP or AMVLP registers Secondary BMUs (SBMU) with NGESO and Elexon. As a SBMU can consist of aggregation of assets within a GSP Zone (which could all contract with different suppliers), the VLP or AMVLP must submit MPAN level delivered volume data to the SVAA.

The VLP Module covers the exchange of information with the SVAA. Features supported are:

  • Maintain a register of the relationships between SBMUs and their component MSID Pairs or AMSID Pairs.
  • Import of MSID level actual metering data and PNs (this can also be provided by the ATOM trade optimisation engine) for single or aggregated assets.
  • Import of the forecast volumes calculated by the SVAA under the baselining methodology for use in Delivered Volume calculations.
  • Calculation of Delivered Volume data, at MSID level, resulting from the receipt of an EDL Instruction (BOAI or BOAR) and the submission of the P0282 MSID Pair Delivered Volume Notification file to the SVAA.
  • Calculation of Expected Volume data, at MSID level, resulting from the receipt of an EDL Instruction (BOAI or BOAR) and the submission of the P0328 BM Unit Expected Volume Notification file to the SVAA.
  • Automatic extrapolation of missing actual meter data to ensure a submission is made within the 24 hour delivery deadline. The user will be alerted or alarmed in the event of the detection of missing data and again should a submission be made using extrapolated data.
  • Automatic recalculation and submission of Delivered Volume data following receipt of missing actual meter data.
  • Receipt and processing of the following SVAA files:
    • P0283: Rejection of MSID Pair Delivered Volume.
    • P0284: Confirmation of MSID Pair Delivered Volume.
    • P0285: MSID Pair Delivered Volume Exception Report.
    • P0288: Secondary Half Hourly Consumption Volumes.
    • P0310: Missing Metering System Data.
    • P0311: Invalid Metering System Data.
    • P0329: BM Unit Submitted Expected Volume Rejection.
    • P0330: BM Unit Submitted Expected Volume Acceptance.
    • P0331: BM Unit Submitted Expected Volume Warning.
    • P0333: Baselining Expected Volume Report.
  • Comparison of the P0282 and P0288 data to identify and highlight discrepancies.

An AMVLP must also be able to manage specific SVA ‘D’ flows reflecting the SVA obligations for behind the meter assets. Enegen partner with Datamere to deliver these services using their Genus GridFlo application. Genus GridFlo supports the following data flows required for the AMVLP role:

  • D0151 and D0155 - Sending of appointment and termination notifications and processing of rejection data flows.
  • D0148 and D0302 - Sending of notification of changes and notification of customer details to other parties.
  • D0134 and D0139 - Requests for changes to energisation status.
  • D0268 - Processing of Meter Technical Details from Meter Operator Agents following installation of meters.
  • D0142 - Requests for Installation or change to an Asset Metering System Functionality or the Removal of all Asset Meters.
  • D0383, D0384 and D0170 - Processing of information from the HHMOA or AMMOA.
  • Handling a Change of AMVLP and/or Change of Agent (CoA) event.
  • Appointment, monitoring and management of the MOA.
  • D0001 and D0002 - Metering fault management.
